Royal Malaysian Air Force Receives Five Pilatus PC-7 MK II Aircraft, Three EC 120B Helicopters

The Royal Malaysian Airforce yesterday received five Pilatus PC-7 Mk II aircraft and three EC 120B helicopters which will be used to train its pilots.

Defence Minister Datuk Seri Hishammuddin Tun Hussein said the new assets would be placed at the Air Force College (KTU) Kepala Batas, here.

“The addition of the new flight training assets will improve the efficiency, ability and effectiveness of RMAF in defending the security and sovereignty of the nation’s air space,”he said.

He was speaking to the media after attending RMAF’s Hari Raya celebration and launching both air assets at KTU here, yesterday.

Also present were Kedah Menteri Besar Datuk Seri Ahmad Bashah, Deputy Defence Minister Datuk Seri Johari Baharum and RMAF chief General Tan Sri Roslan Saad.

Hishammuddin said the acquisition of the new aircraft, making the total Pilatus PC-7 Mark II owned by RMAF to 21, which were received in stages since 2007 to replace the former Pilatus PC-7 which has been used for 33 years.

The PC-7 MK II is powered by Pratt & Whitney PT6A-25C turboprop engines which is able to produce as much power as 700hsp.

The single engine EC 120B helicopters were acquired to replaced the former Alouette III helicopters, specifically to give early exposure to the pilots on the operation of the new generation of advanced helicopters.

Weighing at 1.7 tonnes, the helipcopter which is capable of ferrying four passengers, is equipped with advanced technology that simplifies operations, is safe and cost effective.

Lockheed Martin Delivers Final MH-60R SEAHAWK for Australia

Lockheed Martin (NYSE: LMT) has delivered the 24th, and final, MH-60R SEAHAWK® helicopter to the U.S. Navy in support of the Navy’s Foreign Military Sales (FMS) program with the Royal Australian Navy (RAN). The milestone delivery took place during a July 27 ceremony at Lockheed Martin’s Owego, New York facility.

The event marked the official transfer of ownership of the final MH-60R SEAHAWK destined for the RAN from Lockheed Martin to the U.S. Navy. The ceremony was attended by officials from the Naval Air Systems Command (NAVAIR), the RAN and the Australian Embassy, as well as representatives from the Defense Contracting Management Agency, Sikorsky and Lockheed Martin.

“In late 2010, the Australian Government had not yet made a decision to acquire the Romeo, and yet here we are in mid-2016 accepting the 24th, and final, aircraft,” said Royal Australian Navy Commodore Scott Lockey, Director General Navy Aviation Systems. “The Royal Australian Navy has formed the first three embarked flights, conducted the first Hellfire Missile shoot and conducted a highly successful ‘DIPEX’ against a Collins Class submarine. None of this would have been possible without the professional work conducted by everyone at Lockheed Martin involved in the Romeo program. The work done here at Owego has been of the highest quality and directly contributed to the most successful helicopter acquisition program undertaken by the Australian Defence Force.”

The Commonwealth of Australia chose the MH-60R “Romeo” SEAHAWK helicopter in June 2011 to fulfill the Australian Defence Force’s requirement for a fleet of 24 new-generation, multi-role naval combat aircraft. In addition to the MH-60R helicopter’s primary mission areas of anti-submarine and anti-surface warfare, it also has the capability for secondary missions including search and rescue, vertical replenishment, naval surface fire support, logistics support, personnel transport, medical evacuation, and VHF/UHF/link communication relay. The new MH-60R helicopters are currently replacing the RAN’s existing fleet of S-70B-2 SEAHAWK helicopters.

"This is a very exciting time for the U.S. Navy and Australia. Although today is significant in marking the last Seahawk delivery to the Royal Australian Navy, it also signifies a great opportunity to continue and grow our collaboration in advanced maritime operations," said Captain Craig Grubb, H-60 Multi-Mission Helicopter program manager.  "I’m proud of the team’s accomplishments and look forward to our continued partnership with the RAN."

The sale to Australia marked the first international sale of a U.S. Navy MH-60R SEAHAWK helicopter.  The RAN took in-country delivery of its first mission-ready aircraft in 2014, and the MH-60R SEAHAWK helicopter training Squadron, 725 Squadron, was commissioned in Nowra, New South Wales in June 2015.

“This delivery is a testament to seamless teamwork between industry, the U.S. Navy and Australia’s Capability Acquisition and Sustainment Group, which has kept this program on-budget and on-schedule,” said Lockheed Martin Director of Naval Helicopter Programs Tom Kane. “From aircraft delivery to training and long-term sustainment, we are honored to support the Australian Defence Force and ensure that the Romeo maintains superior capability and performance throughout its life.”

In 2015, the Romeo Project Office in Australia’s Capability Acquisition and Sustainment Group won a “Project of the Year” award for the RAN MH-60R SEAHAWK helicopter program from the Australian Capital Territory chapter of the Australian Institute of Project Management (AIPM). The AIPM award serves to recognize, honor and promote recognition of the program’s outstanding achievements in program and project management.

Sikorsky and Lockheed Martin support the RAN fleet through the Maritime Helicopter Support Company (MHSCo), which provides ‘Through Life Support’ logistics services to sustain peak flight readiness for the RAN SEAHAWK helicopters during the fleet’s estimated 30-year lifespan.

AWD Alliance Starts Hobart’s Gas Turbine Engines

Months of hard work from Production and Test and Activation has resulted in the successful commissioning of the AWD Gas Turbines on Hobart.  “This is a huge achievement for the project that everyone should be proud of,” said Michael Clements, Test and Activation (T&A) Manager.

A lot of work goes into the preparation for this moment.  In the beginning, Production undertake the load-out of the Gas Turbine Engines onto the ship, followed by integration, alignment, cable and pipe testing and flushing of the supporting systems.  The systems are handed over to Test & Activation, who energise and set-to-work the systems in collaboration with the vendors, in preparation for the engines to be started for the Gas Turbine Light Off (GTLO).

“This is one of the most powerful machines in the world and starting it up is immensely exciting for everyone involved,” said Greg Hatsitsopanidis, Propulsion Team Lead, T&A.

With the Propulsion T&A team consisting of eight people, expertise is drawn from all five of the specialist T&A teams including, Auxiliary, Electrical, Controls and Heating Ventilation & Air Conditioning (HVAC) to ensure the successful and safe start of the Gas Turbines.  The hard work from teams across both Production and T&A has contributed to the success of the GTLO.  “Every day has been a challenge, but it is rewarding seeing the teams come together and utilise their skills,” Greg said.

With the successful commissioning of Hobart’sGas Turbine Engines, the team will continue to work towards preparing the ship for Sea Trials in September.

FA-50PH Avionic Systems up for Maintenance

The PAF Bids and Awards Committee has allocated the sum of PHP13,463,196.31 for the acquisition of spare parts needed for the maintenance of the avionic systems of its South Korean-made FA-50PH "Fighting Eagle" light-interim jet aircraft.

Pre-bid conference is scheduled on Wednesday, 9:00 a.m. at the PAF Procurement Center Conference Room, Villamor Air Base, Pasay City.

While submission and opening of bids is on Aug. 9, 9:00 a.m. at the same venue.

"The pre-bidding conference shall be open to all interested parties who have purchased the bidding documents," PAF BAC chair Brig. Gen. Nicolas Parilla said in a bid bulletin posted at the Philippine Government Electronic Procurement System.

The PAF's first two FA-50PH jet aircraft arrived in the Philippines in Nov. 28, 2015. The rest remaining 10 aircraft, out of a 12-plane order from Korea Aerospace Industries (KAI) worth PHP18.9 billion, will be delivered between 2016 to 2017.

The FA-50PHs has a top speed of Mach 1.5 or one and a half times the speed of sound and is capable of being fitted air-to-air missiles, including the AIM-9 "Sidewinder" air-to-air and heat-seeking missiles aside from light automatic cannons.

It will act as the country's interim fighter until the Philippines get enough experience of operating fast jet assets and money to fund the acquisition of more capable fighter aircraft.

KAI's FA-50PH design is largely derived from the F-16 "Fighting Falcon", and they have many similarities: use of a single engine, speed, size, cost, and the range of weapons.

KAI's previous engineering experience in license-producing the KF-16 was a starting point for the development of the FA-50PH.

The aircraft can carry two pilots in tandem seating. The high-mounted canopy developed by Hankuk Fiber is applied with stretched acrylic, providing the pilots with good visibility, and has been tested to offer the canopy with ballistic protection against four-pound objects impacting at 400 knots.

The altitude limit is 14,600 meters (48,000 feet), and airframe is designed to last 8,000 hours of service.

There are seven internal fuel tanks with capacity of 2,655 liters (701 US gallons), five in the fuselage and two in the wings.

An additional 1,710 liters (452 US gallons) of fuel can be carried in the three external fuel tanks.

Trainer variants have a paint scheme of white and red, and aerobatic variants white, black, and yellow.

The FA-50PH uses a single General Electric F404-102 turbofan engine license-produced by Samsung Techwin, upgraded with a full authority digital engine control system jointly developed by General Electric and KAI.

The engine consists of three-staged fans, seven axial stage arrangement, and an afterburner.

Its engine produces a maximum of 78.7 kN (17,700 lbf) of thrust with afterburner.

Testing New Zealand Defence Force (NZDF) Combat Capability at RIMPAC

Ships and aircraft of the New Zealand Defence Force (NZDF) have joined forces to hunt down an “enemy” submarine and attack it with torpedoes.

The live firing test took place this week off Hawaii during RIMPAC 2016 – the world’s biggest international maritime exercise.

The Royal New Zealand Navy frigate HMNZS Te Kaha, her Seasprite helicopter and two P-3K2 Orions from the Royal New Zealand Air Force’s (RNZAF) No 5 Squadron each fired a torpedo at the target, a remote underwater vehicle playing the part of a submarine.

Anti-submarine warfare is a key part of the NZDF’s maritime combat capability and the exercise provided an intense test of the combined skills of the ship, helicopter and the two Orions.

Orion pilot Flight Lieutenant Jonathan Pound said: “Sonar buoys have to be laid in a particular pattern to hunt a submarine. For us, this involved precision flying from 2000 feet to as low as 200 feet above the sea.

“It also included steep turns – a 60 degree angle of bank – which meant the Orion was essentially on its side and the crew was experiencing 2G, twice the force of gravity.”

The Commanding Officer of No 5 Squadron, Wing Commander (WGCDR) Daniel Hunt, said the torpedo drop was the first by an RNZAF aircraft in over five years.

“The range here in Hawaii has the ability to provide almost instantaneous feedback to the crew about how accurate the drop was. This allows us to externally validate our processes and procedures and ensure we have an effective combat capability.

“In New Zealand we do not have a range with this sort of fidelity and the cost of owning one would be prohibitive, which is why attendance at RIMPAC is such a major event for the team.”

He said the technology involved was crucial to the exercise.

“It provides valuable opportunities for us to train and learn with our multi-national partners.

“It was a real team effort from loading the torpedoes to locating, tracking and attacking the target below the surface. It’s a great demonstration of our warfare capability.” (NZDF)

A total of four torpedoes were dropped, two from the P-3 (above), one from the Seasprite, and one launched from TE KAHA.

The Mk46 torpedo is the RNZAF's primary Anti-Submarine Warfare (ASW) weapon. The joint task force tracked the "submarine" (simulated by a remote underwater vehicle), a task that required the full attention and coordination of the entire crew, before launching their attacks. (RNZAF)

BRP Andres Bonifacio to Start Voyage to Philippines on October

BRP Andres Bonifacio prospective commanding officer Captain Brendo J. Casaclang and his crew will undergo training on how to operate the ship’s systems before starting their voyage home by October, Navy acting public affairs office chief Cmdr. Marineth Domingo told the state media. BRP Andres Bonifacio is expected to arrive in Philippines November.

She currently has a sailing crew of 90 officers and enlisted personnel.

BRP Andres Bonifacio is a former Hamilton-class cutters serving under the United States Coast Guard. She was transferred, July 21, through US EDA program which facilitates transfer of defense assets no longer needed and declared excess by the US Armed Forces to foreign governments or international organizations at reduced or no cost to eligible foreign recipients on an “as is, where is” basis.

She is now a Del Pilar class frigates under the Philippine Navy.

“BRP Andres Bonifacio (FF-17), just like the other two Del Pilar class frigates, will boost the PN’s capability to address maritime security concerns and will add up an additional vessel for sovereignty patrols,” Cmdr. Domingo said.

The US Coast Guard said BRP Andres Bonifacio is an $8 million grant, but the Philippine Navy will be investing $16 million to modernize and outfit the cutter in the US as part of the transfer program.
